Check row identity first

The first question is simple: can the weld still be matched to the right job, spool, or location?

The weld ID is clear.
The location reference is still correct.
There is no second copy with a different status.

A good record shows what happened, what was checked, and what still blocks release.

Inspection state is visible.
Repair state is visible.
Release or handoff state is visible.

If the next person has to ask which file is current, the record is not ready yet.
